A lack of oversight, accountability, and a failure in leadership at the Bureau of Alcohol, Tobacco, Firearms and Explosives, along with the Justice Department and other offices, likely allowed the Fast and Furious scandal to occur, according to a leaked Investigator General report obtained by Fox News.
The draft report claims that dozens of high-ranking government officials were aware of the program, but failed to ever "balance the risks to public safety" of allowing nearly 2,000 firearms to cross over into Mexico. The IG report mentions three ATF mangers in particular, saying they bear the brunt of blame for the operation's failures. Attorneys for the three men claim their clients are being scapegoated.
The full report is expected to be published either later this week, or early next, before the House Oversight and Government Reform Committee meets next Wednesday.
Operation Fast and Furious came to an abrupt halt after Border Patrol Agent Brian Terry was killed on the Texas border to Mexico. Two assault weapons provided by the Fast and Furious program were found at the scene of his murder.
