California Passes More Laws Than Any Other State

Democratic-dominated legislature busiest in the nation

There are a lot of ways to describe the CA legislature, many of them not so nice. But you can't call Golden State lawmakers lazy. A new report by the National Conference of State Legislatures says that of the nation's 81 most significant new state laws in 2012, the California Legislature is responsible for 27 of them, or exactly one third.

California edged out Illinois, which generated 26 of the noteworthy new laws, reports The Sacramento Bee. Among California measures cited by the NCSL were those that allow clergy members to refuse to perform same-sex marriages, prohibit prison workers from having sex with inmates, allow life-sentence offenders who were under 18 when they committed crimes to seek release, restrict picketing at funerals, protect breastfeeding rights, require car washes to recycle water, reform state pensions, and no longer require passengers in off-road vehicles to keep their feet flat on the floor.

All this legislative action came even before Democrats in 2012 won two-thirds majorities in the state Senate and Assembly. Combine that with a Democratic governor, Jerry Brown, and Republicans are mostly irrelevant in Sacramento.

    Being a native, California has always been a over-lawed, over-taxed, over-sexed and over-everything state. That's why I'm over-California and moved on! LOL

    well thats a very expensive water recyclin system they'll have to install to EVERY SINGLE CARWASH IN THE STATE
    frivolous? thats a few thousand jobs right there, maybe up to 10,000, or more, lots of people workin at carwashes
    gotta get a plumbing company, cut through all the steelwork, hell you'd have to demolish the whole shop for lots of these places

    Well, we can sure as heck be sure none of them were immigration bills. Recently, Californians have been moving to where I live and I wish I could pack them up and send them back. They made their mess and they should be forced to clean it up.

    we dont really have much of em yet but i feel after their done with carolina and atlanta they'll be flockin here next, then they'll infect us with the same disease

    Seems like most of the laws make sense. The number of laws doesn't matter if they are effective and have purpose IMO, just as the lack of new laws could be bad if there are major issues not being addressed. I don't care about the 'size' of govt as long as the govt is representing the people and is effective at what they were elected to do.

    California is out of control. We're over-taxed, under-represented and we're fed up with all the nonsense. Own a business? Forget about it! Move out of state. Feinstein, Boxer, Pelosi, Brown... all poster children for exactly what's wrong with government today. Get me outta here before it's too late!

    It really doesn't matter what laws are passed in California. When we tried to stop illegal immigration the "conservative" supreme court invalidated those laws. When we passed a law saying you can't trip horses for fun at rodeos because more than 70% of the horses break a leg or their neck the Mexicans sued on the grounds that we were infringing on their culture. When the people of the state passed a law retaining the world marriage for heterosexuals, back to court we go. When Homeowners passed Prop 13 restricting the amount of property tax that could be raised each year the state just turned around and doubled the sales tax. When we passed the state lottery for additional funding of schools the state immediately cut school funding by the amount gained by the lottery. When the state said we could have music outside our stores as long as the decibel levels were 70 decibels or less a cop refused to discuss it with me and simply took our speakers and denied he did it and the city said if he said he didn't do it, then he didn't do it. When the city passed a law stating that gay pride parades could not show bare breasts, buttocks or genitals the gays took it to court on the grounds of homophobic bias. We do not live by laws, we live by laws that the powerful and rich do not live by and the rest of us can be assured that any law passed will benefit the rich and take money out of our pockets. But either way it goes any law passed will result in TRILLIONS of taxpayer dollars going to lawyers while the govt at all levels does exactly the opposite of the will of the majority of the people. Without exception.

    California is broke! You would think their legislators would spend more time specifically addressing this issue. That is not to say some of the laws they passed were for the good of their constituents, but where is their fiscal responsibilities being addressed?

    The federal government is already broke. That doesn't mean that all individual states are broke too.

    @Belin HMMM....from California? Calif. has been "broke" for 10+ years (about the amount of time they are "ahead" of most of the rest of the states). And, by the way, I didn't say all individual states are broke.....some are more conservative.....bahaha

    I guess that's why a record number of people are leaving that state in flocks!!! I just hope the liberals who leave because of their own laws they supported, stay the hell out of TN!!!

    All liberals should move to California then they need to build a wall to keep us gun freaks out. They also need to stop all communication with us so we don't try to push our agenda on them.

    Comeon.... Laws often have some sort of fine or tax attached.... You need to generate ten times your salary at work or you're non-productive.

    Democrats don't understand business so they got confused... they think being a legislator is WORK. Just a small detail.

    This is the way Liberals work...more regulation and government control is better. I guess that is why the California economy is in the tank and people are leaving for greener pastures...where they can work, pay fewer taxes, and enjoy living better for less money.

    22 yrs ago I left californicate I dont miss it one bit. to many regulations that restrict what you want to do. Auto regestrations WAY out , Traffic dwarfs manhatan ny 2 hrs to go 28 miles from pomona to alhambra. wild animals that come from mex low riders scraping thier tail pipes

    Personally I would like to see California secede. We don't need this country. We are the world's 8th largest economy FOR A COUNTRY all by ourselves. Are we broke? Sorta because we tried to stop the flood of illegals and the "conservative" supreme court stopped us. We have more illegals in California than most states have people period. You have no idea what this has done to California. Our educations system was once #1. Due to illegals it's now in shambles. Our Trauma care was once the envy of the nation. It's now 1 facility instead of 11 with waits of 24 hours and more due to illegals. 1 out of 4 illegals in California have found their way onto the welfare rolls. ALL this because the "conservative" supreme court won't let us stop illegal immigration.

    On top of that California gets back less than what we pay into the feds while every single Bible Belt state that makes fun of Cali gets back more than they pay in. So those you make fun of are supporting your damn state. As a separate nation Californians would enjoy a much higher standard of living, much lower taxes and we would be done with the redneck right. At least our conservatives are anti education and often have a decent degree of sophistication.

    I would love for California to secede and see how well you people who can't keep your mouths off of California do without us. You definitely would do worse.

    Where does the "broke" concept arrive from? In order for a country; which is people and their time, to be broke, the people have to have used up too much of their credit; ( unearned future time ). The government's job is to regulate how much of their expendable future is able to be accessed. America is far from broke. Businesses ( capital investors ) control a percentage of the wealth; nearly 80% but pay less than 50% of taxes. The other wealth is distributed amongst 308 million people; only 20% but they pay 53% of taxes. It's fine some to assume that they base is capital investors or the businesses but the base is heavily influenced by what the smaller earners have the ability to save or in our case, not save.

    California's downfall is directly related to their justice system. It creates too many non-productive jobs. Another problem is what they pay their state and city workers, in general. America definitely needs California; it's a shame that weaker states use extreme tax breaks and other bonuses to get businesses to leave. Especially, when those states don't have the people to support those industries. Look at Virginia, they have 34,000 jobs available, 32,000 unemployed and no one can fill those positions.

    @powerplay60 California is not broke. California continues gaining millionaires overall. It's the prime destination for newly minted wealth. People have this vision of California as being all like Los Angeles and San Francisco when in fact the central valley is the largest agricultural region in the entire world. In a nutshell the financial problems of California are directly related to the massive influx of Latino illegals who do not assimilate nor do they value education in any great percentages. Over my lifetime California has had more GOP governors than Dems. This image of California as the tax and spend liberal state in America is simply inaccurate. San Diego County (a very pretty city) is conservative. Orange county is conservative. Sacramento is conservative. Central valley with the exception of Latino run Stockton is conservative. Northern California north of Marin County is conservative. California's problems are not Liberal vs Conservative. The state has been overwhelmed with illegals and the Feds won't let us do anything about it.

The only difference is who still has wealth to be accessed in their future; just so happens that it's the minorities and business persons need to access it, if they want to continuously experience growth. Yeah, the Whites are going to be upset but their weapons aren't as big as a factor as they'd like to think ( believe). Plus with Obama at the helm, they sort of know that he will bomb the crap out of them like Netanyahu just did the West Bank. As Obama politely and calmly approved of Isra'el carrying out the aerial attack, " What do you expect? If someone attacks your country, then that country has to defend it's self. Sorry for your losses. " People say that I'm nuts but the only difference between me and most is their life's f is silent or completely removed, a lie; they do attempt to hold on though.

    @powerplay60 I don't get your point. The issue is not whites in California. The issue is the lack of education among Latinos with a more than 50% drop out rate and their unwillingness to value education. It doesn't matter to corporations with jobs what color your skin, it matters if they can do the job. There are millions of unfilled jobs in this country and our every increasing stupid of America can't fill those jobs. I don't care what race it is, education is the only way out of this mess. You can call me racist all day long and it won't change the FACT that the Latino race is the fastest growing segment of California and they will be in the majority very soon. That's all fine and good but who runs the state? EVERY single city in California that has filed for bankruptcy was run by latinos. If they are going to take over the state, and they are, wouldn't it be nice if they actually knew what to do with the state once they have it? Or are we supposed to be satisfied with the politics and economy of Mexico? you remember Mexico right? The country they were starving to death in and fled to California to survive? So where do they go next after they have stripped California like locusts on a field and refuse to educate? Is Canada next? Who? Where?
