    I think we'd better go carefully here. I'd want to see a consensus of economic opinion on this.

    But certainly it seems to do two good things, raise some taxes and cut some pollution.

    I'm sure the teabaggers will hate it.

    Nature pollutes, it's the cycle of life. We can't go running scared of a little pollution here and there. We also can't tax the economy to a crawl. We contracted in the fourth quarter by 0.1%, our unemployment rating is racing back up to 8%, our national debt is leaping past $17T, and obama just got some of the biggest tax increases in the history of our nation. At what point do we say we are headed in the wrong direction and we have to tell obama NO? I say we've been passed that point and it is time we tell him now. No more taxes, fix the economy and then get out of God's house.

    Cap and Trade sounds like a ponzi scheme. We could save the environment by letting the free market be. Market forces could help us achieve efficiencies and less pollution, cap and trade is just a scam dedicated to sapping more money out of the private sector. When will we get enough of government lording over us?

    @Neo_NtheMatrix over 200 yrs of free market and capitalism has done nothing to stop pollution, because no matter how you look at it it's cheaper to not care about the earth than to take the extra steps and precautions that prevent pollution.

    The more people you have, the less freedom is allowed. The more resources are scarce, the fewer choices are available to you.

    You're just going to have to learn to live with it. Or eliminate about half the population...

    @harold_lloyd I am all for that...lets start sending the democrats back to Mexico and Africa. That would reduce the fiscal dead weight tremendously and carbon foot prints ten fold.

    The author's intention is to raise revenue not save taxpayer's money. The cap and trade penalties will be levied on the electric companies who will pass those penalties on to the consumers (you). As with any tax increase, if a person can avoid it, they will. In this case, any industry (existing or future) that consumes large amounts of electricity will look to avoid this additional burden. If the numbers work, that industry will move. Savvy politicians will game the system by pointing this out and providing tax breaks to select industries in their constituency. This will increase their influence and further our dependence on the give outs from DC.

    It is laughable that we should ever ok our corrupt Government to take more taxes from us. We've been hearing this same crap for decade after decade. They refuse to cut spending and spending is the problem, not revenue. When we get ourselves in debt what do we do? We cut our spending until our debt is gone or under control. What does the Government always do? They find something to tax and tell us we must raise taxes to get our debt under control. THEY NEVER HAVE NOR EVER WILL GET OUR DEBT UNDER CONTROL BY RAISING TAXES! They have taxed everything we touch and our debt keeps growing. Cut spending across the board, not just the military!

    Agreed, spending has to be toned down. It is absolutely the reason we have so much debt. But you can't decrease the debt you already own without ideas, and this one is just going with that line of thinking.

    @Fishbone345 not sure i follow, what line of thinking are you talking about. Also, toned down is going to cut it, cut being the key word. Anything that was not contributed to by the now recipients needs to be cut. Anything social that can not support itself neeeds to be looked at. Any programs that have been mismanaged need to be made whole at the cost of bureaucracy.

    @marine1 I'm talking about the debt that is already there. You can make all the cutbacks you want, the debt that we have accrued is going nowhere unless you pay on it. Something we haven't done, we've simply been adding to it.

    @Fishbone345 I agree, so we stop spending and pay on it. Anything this side of SS & med/care gets cut. Only reason SS & MC is exempt is because it was paid for and missmanaged and the system that missmanaged should suffer first.

    I didn't bother to read it!, and I won't, we don't have as big a tax problem as we do a waste problem and I urge all citizens to resist unnecessary taxes until the government reals itself in. We cannot in reality cover any longer, their
    waste and abuse!

    @Fitz Here's my opinion.

    People with low incomes spend more of their income as a percentage than people with high incomes. Therefore, almost all of their income and spending are taxed, while wealthy people pay tax on far less of their income.

    In effect, it taxes the poor heavily, but the wealthy very lightly.

    Of course, if that's your goal, then feel free to promote it.

    It's hard to judge without some numbers, but on its face this sounds like a regressive tax, one that disproportionately impacts lower income citizens.

    Cap-and-trade is already being gamed by politicians and corporations alike in the EU. It's great for all the go-betweens running that dog-and-pony show, but the costs end up shouldered by Joe Taxpayer at the end of every day. If you're looking to double your electric bill (while doing little to nothing for environmental health), this is the way to go.

    It is a FACT that tax increases are paid by the consumer. All this would cause would be higher utility and food prices as well as drive manufacturing out of the US even faster.

    Any Conservative could find support for a carbon tax for National Defense reasons. Less oil from overseas is one less reason for our young people to defend those supply lines. However, all legislation, before a vote should be scored by the CBO for the effect on jobs.
