Yes, you read the headline correctly. Mississippi lawmakers have finally got round to officially ratifying the 13th amendment banning slavery.
The state was prompted by two patriotic Mississippians, Ranjan Bantra and Ken Sullivan, who both work for the University of Mississippi. Bantra and Sullivan watched Lincoln and started wondering when their state had ratified for the world-changing amendment. To their shock, they discovered no record of the vote in the National Archives. It turns out that while MS had voted for the amendment (but not until 1995), they'd never actually sent in the paperwork.
Eventually the men wrote to the Mississippi Secretary of State's office, which fixed the error by filing documents with the federal government. So after 148 years, Mississippi has finally made it official that they're against slavery.
