Feb '13 Ryuo v Someone else I'd have to go with Cordell Hull. Diplomacy was never more important to the US than it was in the 1930s and 1940s, and Hull was the chief diplomat for most of that time. You can also make a case for Jefferson or Madison - both were Secretary of State and President over a twenty year period, and formed a strong foreign policy in their time.
